त्रिभुवन अन्तर्राष्ट्रिय विमान स्थलमा कार्यरत अध्यगमनका कर्मचारीले देचेन डोल्मा शेर्पासंग घुस रु ११००००। लिएको घटनाको अख्तियार दुरुपयोग आयोगले गम्भिर ढङ्गले छानविन शुरु गरेकोछ ।
आज पूर्ण वहादुर बस्नेतले प्रयोग गरेको निजी नं प्लेट बा ७ च ९०५१ बारे यातायात विभागमा बुभुदा अख्तियारले उक्त गाडीको सबै रेकर्ड लिई सकेको देखियो । उक्त गाडी सिटिजन् बैकको बैक लोन ऋणमा नेमलिङ्ग ईन्टरप्रईजबाट लिएको देखियो । उक्त गाडी सारु पराजुली नामको एक महिलालाई विक्री गर्न लागेको पनि रेर्कडबाट देखियो । साथै फरार पूर्णवहादुर बस्नेतको खोजी भई रहेकोछ ।

किदुगका अध्यक्ष गोम्बा शेर्पाद्वारा हस्ताक्षरित विज्ञप्तिमा लेखिएको छ -'घटनानुसार अक्टोवर ८ तारिखका दिन बेलुकी साढे नौ देखि साढे एघार बजेको अवधिभर
हाजिर रहेका त्रिभुवन विमानस्थलका सम्पूर्ण कर्मचारीहरु जसले 'शेर्पा भनेको नेपाली होइन' भनि दिचेन डोमा शेर्पालाई अमेरिका उड्नवाट फर्काए, कालिकास्थानस्थित अध्यागमन विभागको कानूनी शाखाका २ जना कर्मचारीहरुले पूर्णबहादुर बस्नेत मार्फत रु. एक लाख रुपैया घुस लिए पछि दिचेन डोमा शेर्पा नेपाली नागरिक हो भनी प्रमाणित गरीदिए । पछि अक्टोवर १३ तारिखका दिन त्रिभुवन अन्तराष्ट्रिय विमानस्थलमा कार्यरत सुरक्षाकर्मीहरु लगायत पूर्णबहादुर बस्नेतको साथमा आएको देखेपछि दिचेन डोमा शेर्पालाईर् विना कुनै सोधपुछ र सुरक्षा जाँच समेत नगरी विमानतर्फ जान दिए । यस किसिमको अप्रजातात्रिक तथा गैरकानूनी कार्यबाट पीडित पक्षमा मानसिक तनाव तथा आर्थिक नोक्सानी त भयो नै । यसको अतिरिक्त देश विदेशमा बस्ने आम नेपालीहरुलाई पनि सर्मिन्दा बनाएको छ । अत यस्ता घृणित कार्यमा संलग्न सम्पूर्ण अपराधीहरुलाई यथासक्य कानूनी कार्यवाही गरी पीडित पक्षलाई क्षतिपूर्तिको व्यवस्था गरियोस् ।'
When are we going to see this disgracful man return the money he robed off from Dechen Dolma back to her? Are we going to see it? I hope this will happen for the minimum.

I feel someway the same as what Nima TendiFrance veiws. Really, I would not have given even one Rupee to the corrupt man Mr Purna Bahadhur.
Although it was good that the corruption case was brought in light to the public I still stand by Nima Tendin opinion on Dechen because She as someone who is a student and having spent long time enough in Kathmandu whereby she ought to know the general Robgba's manner and attitude by her interaction. It would be exception if she were an innocent village girl who would have come straight from the village.
Up to my present day, I have no record of giving any money as bribe to any Nepalese Officials especially at the airport because I have been sure of myself that I was not being illegal and breaking any law of the country every time I was taking flight from TIA.
I just depart kathmandu airport TIA last saturday to Europe and they did not ask any question at all and I saw every where infront of nepal immigration there is mention ( if you have any problem from immigration peroson call......number even there was mention immigration officer mobile number for urgent case) so I don't believe Dechane. I am sure when mr. purna Bhadhur saw some thing nagative from her paper then she offered that much money.
In my view she seem well educated girl and not just came right way from remote place. If she has right paper then they have no point to ask that much money. And in this case why she did not process same time in kathmandu and just from USA????

Don't be so naive. Just because you got a visa at the embassy doesn't mean everyone who went to the embassy got visa, and similarly, just because you didn't have to bribe at the airport doesn't mean nobody had to bribe either.
What Dechen did was brave and consequences of her actions have been impressive. Please don't throw cold water on all those achievements.
************************************************************I know there are times the airport official staff can be nasty and be unreasonable and they would say nonsense things and surely they would ask for money with no base. But why would you give them money? This is the question that Starks me.
At different time I did face airport staff asking me for money:
One time: It was time when I was departing.
They said that I have to give them money.
I said to them: "No way, I am not going to give you anything even It mean I have to die here on this spot"
Another time: They said, “Give money, Bichar garnu paryo” (with no base)
Starching out my hand and I said, "Give me money, I also need money"
Another time:
When one of the staff said "give money", I said to him, "if you need money tells your boss". For me I have to earn my money with my sweat. My money does not drop from the sky like rain does.
One time:
One of my friends was demanded to pay money to exit the baggage check point, at the airport. So he put his hand into his pocket and from his wallet he pulled out 20 rupee note and gave it to the man who demanded money.
The airport man said, "That’s not ok".
"Why", my friend asked.
Airport man said, “That's not enough you have to give more"
My friend took back the 20 rupees, put it back in his wallet and refuse give any money. "If 20 Rupee is not enough money for you, then I keep it back"
The Airport man said, "if you don't give more money I will not let you go out of the airport"
My fried said, "Ok then I will stay hare in the airport all day and night, as long as you want me to stay at this place, Give me pillow and blanket"
The airport man become silent and as he find nothing he can do to get money, he told my friend, "Go" (la jau jau)

१) संसारको कुनै पनि देशको राहदानी वहाक व्यक्ति भनेको सोही देशको नागारिक हो भन्ने तथ्य सर्वव्यापी मान्यता हो । नेपालको राहदानी हुँदा हुदै पनि विमानस्थलमा नागारिकताको प्रमाणपत्र सोधिनुले नेपालको परराष्ट्र मन्त्रालयको विश्वसनीयता समाप्त भएको पुष्टि हुन्छ ।
२) नागारिकताको प्रमाण पत्र पेश गरिसकेपछि पनि त्यो प्रमाण पत्र सक्कली नै हो भनी पुष्टि गर्न अर्को पत्रको माग हुनु भनेको गृह मन्त्रालयबाट जारी गरिएको प्रमाण पत्रको औचित्य समाप्त हुनु हो ।
३) सरकारी कर्मचारीबाट “तिमी त शेर्पा पो रहेछौं, के तिमी नेपाली नै हौं ?” भन्ने प्रश्न जातीय रुपमा गरिएको भेदभावको ज्वलन्त उदाहरण हो जसले जातीय सदभावको खिल्ली उडाएको छ । तसर्थ यस प्रकारको भेदभावले मुलुकमा साम्प्रदायिक दंगा निम्त्याउन सक्छ ।
४) एक दलित महिला र बालक प्रति गरिएको अमानवीय व्यवहार गैर कानुनी, असंवैधानिक र मानवअधिकार विरोधी छ ।
५) अन्तराष्ट्रिय विमानस्थल जस्तो संवेदनशील ठाउँमा त्यहाँको एक निम्नस्तरको कर्मचारीलाई घुस दिएवापत सुरक्षा जाँच समेत नगरीकन विमान तर्फ प्रवेश दिइनु भनेको राष्ट्रिय र अन्तराष्ट्रिय सुरक्षाको दृष्टिकोणले असुरक्षित देखिन्छ ।
चेतनशील शेर्पा समाज न्यूयोर्कका माग
१) अक्टोवर ८ तारिखका दिन बेलुकी साँडे नौ वजे देखि साँडे एघाराको अवधीभर हाजिर रहेका त्रिभुवन विमानस्थलका सम्पूर्ण कर्मचारीहरू जसले “शेर्पा भनेको नेपाली होइन” भनी दिचेन डोमा शेर्पालाई फर्काए, कालिकास्थान स्थित अध्यागमन विभागको कानुनी शाखा ( Legal Section) का २ जना दोषी कर्मचारीहरू जसले पूर्णबहादुर बस्नेत मार्फत रू. एक लाख घुस लिई दिचेन डोमा शेर्पा नेपाली नागारिक हो भनी लेखीदिए र अक्टोवर १३ तारीखका दिन त्रिभुवन अन्तराष्ट्रिय विमानस्थलमा कार्यरत सुरक्षाकर्मीहरू लगायत पूर्णबहादुर बस्नेतको साथमा आएको देखेपछि विना कुनै सोधपुछ र सुरक्षा जाँच समेत नगरी विमान तर्फ जान दिए, ती सबैलाई तुरुन्त वरखास्त गरी कडा भन्दा कडा सजाइ दिइयोस् ।
२) विदेश यात्रका निम्ति विमानस्थलमा पुग्दा जानुपर्ने देशको प्रवेशाज्ञा (Visa) भएको नेपाली राहदानी ( Passport) हुँदाहुँदै नागारिकताको प्रमाणपत्र खोज्ने गैरकानुनी प्रवृति र जातीय रुपमा गरिने भेदभावपूर्ण व्यवहार तुरुन्त वन्द गरियोस् ।
३) जाति, वर्ण र लिङ्गको आधारमा प्रवेशाज्ञा भएको रहादानी हुँदाहूँदै नागारिकताको प्रमाणपत्र सोध्ने कर्मचारीलाई तुरुन्त पदमुक्त गर्ने निर्देशिका लागु गरियोस् ।
४) शेर्पा जाति लगायत हिमाली क्षेत्रका सम्पूर्ण वासिन्दाको भ्रम निवारण गर्न अन्तराष्ट्रिय विमानस्थलका विभिन्न ठाउँहरूमा सबैले स्पष्ट देख्न सक्ने गरी नागारिक बडापत्रमा “नेपाली राहदानीवाहक व्यक्तिले नेपाली नागारिक हुँ भनी प्रमाणित गर्न गर्न नेपाली नागारिकताको प्रमाणपत्र देखाउन जरुरी छैन” भनी उल्लेख गरियोस् ।
५) पिडित दिचेन डोमा शेर्पा प्रति पर्न गएको मानसिक तनाव र आर्थिक नोक्सानको लागि क्षतीपुर्ति सहति एक सार्वभौमसत्ता सम्पन्न मुलुकको स्वतन्त्र नागारिकको अनुभुति दिलाउन सरकारको तर्फबाट गल्ती महसुस गरिनुका साथै भाविष्यमा यस प्रकारको विभेदकारी व्यवहार दोहोरिन नदिनको लागि कडा नीति लागु गरियोस् ।
६) त्रिभुवन विमानस्थलको एक दलित महिला र वालकले नियम अनुसार आवश्यक पर्ने कागजात हुदाहुँदै पनि रातभरी रोएरै वस्नु परेको र माग गरे अनुसारको घुस प्राप्त भएपछि मात्र जान दिइयो भनी पूर्णबहादुर वस्नेतले बोलेको अडियो रेकर्डमा प्रमाणित गर्दछ । यस घटनाको बारेमा विस्तित अनुसन्धान गरी कडा कार्वाही गरिनुका साथै सो को पूर्ण विवरण तुरुन्त सार्वजानिक गरियोस् ।
७) पूर्णबहादुर वस्नेतले बोलेको अडियो रेकर्ड अनुसार गोर्खा जिल्लाका एक जनालाई पनि विदेश जानबाट रोकेको तर पछि नेपाली काँग्रेको एक जना सभासद आएपछि छाडिएको भनिएको छ । उक्त व्यक्तिलाई के कति कारणले रोकेको र कुन प्रकृयाबाट छाडिएको हो सो घटनाको समेत छानवीन गरी सम्पूर्ण तथ्य सार्वजानिक गरियोस् ।
८) देशमा माओवादीको सरकार भएको हुनाले बैदेशिक यात्रा गर्नेहरुले गाह्रो बनाईएको छ भनेको छ । के यो सत्य हो ? हो भने किन ? यसको जवाफ तुरुन्त सार्वजानिक गराइयोस् ।

It seems to me that everything was genuine from her side as far as paperwork otherwise she wouldn’t have the courage to go forward with this process. You can listen to her personal interview posted above along with all of the above thread to see how serious this case has become. The Prime Minister Dr. Baburam has given strict orders to the Immigration Department, Home minister and Independent Commision Against Corruption for proper investigation of the TIA corruption case. The investigation has shown that it was culprit like Purna Badhur Basnet along with other infected chain of domino effect. Purna Badhur along with 2 other officers got suspended from their jobs. Purna Badhur was under arrest but he has escaped. The point I am making is here that she is in fact a very brave, intelligent, courageous woman, who became successful in bringing this case out in open. We should thank her and be proud of her for her accomplishment not the other way around. Many thanks go to all of the organization and especially Mr. Kaji Kisan.

You said that you departed from Katmandu recently and there were signs post everywhere in front of Nepali Immigration mentioning bribe should be reported to police. Well, I hope there are signs stating such notice. It’s an honor to see such signs. If there are any signs at all, then all the salute goes to Dechen for her work and many supporters. I have traveled quite a bit and have never seen any sort of notice. So, you are claiming you have seen many notices that means that Dechen’s hard work along with immense support from everyone is coming together! I hope each and every one of us will have the courage to speak up and voice our opinion and live in bribery free society.

तपाईँहरुलाई याद हुनुपर्छ, माइसंसारमा पनि पढ्नु भएको हो- अमेरिका जान लागेकी नेपाली डिचेन डोल्मा शेर्पाले सुनाएकी थिइन् कसरी उनलाई विमान चढ्नबाट रोकिएको थियो। अनि कसरी उनीसित घुस मागियो। शेर्पाले कसरी घुस दिनुअघि सबै वार्तालापको भिडियो रेकर्ड गरिन्। तपाईँहरुले यो विषयमा टन्नै कमेन्ट पनि लेख्नुभएको थियो। यो घटनाबारे अख्तियारले छानबिन गरेको थियो र अब यो मुद्दा अदालतमा पुगेको छ। भ्रष्टाचारसम्बन्धी मुद्दा हेर्ने विशेष अदालतमा हिजो यो मुद्दा दायर भएको थियो भने आज अदालतले सुनुवाई गरेको छ। अदालतले तत्काल प्राप्त प्रमाणबाट पियन पूर्णबहादुर बस्नेत र कम्प्युटर अधिकृत महेश गौतम उपरको अभियोग समर्थित भएको देखिँदा बुझ्दै जाँदा ठहरे बमोजिम हुने गरी हाल जनही रु.१,१०,०००।– (रु एक लाख दश हजार) नगदै वा सो रकम खाम्ने वैंक ग्यारेन्टी वा जेथा जमानी दिन सके लिई तारेखमा राख्न आदेश दिएको छ। अदालतको फैसला पढ्नुस्।

नेपाली नागरिक डिचेन डोल्मा शेर्पालाई ०६८।६।२१ मा कतार एयरवेजबाट अमेरिका उड्न लाग्दा अमेरिकी राजदूताबासबाट जारी पहेलो रंगको भिसा देखेपछि शरणार्थी हो कि भन्ने शंकामा विभागीय आदेश भएपछि मात्र उड्न दिने गरी अफलोड गरिएछ। सो अफलोड गरेपछि सोही कार्यालयका पूर्णबहादुर बस्नेतले आफूले मिलाइ दिने भनी घूस रकम माग गरेको र सो कृयाकलापको पीडित शेर्पाले फोन वार्ताको अडियो रेकर्ड गराएकी र पैसा गन्दा समेतको भिजुअल खिचेको प्रमाण अख्तियारमा पेश गरेको देखियो। सो अडियो र भिजुअल प्रमाणलाई प्रतिवादीले अख्तियारमा स्वीकार गरी बयान गरेको।
अध्यागमन विभागले जाँच बुझ पछि निजलाई उड्न दिनू भनी डिपार्चर आदेश दिए पछि १३ अक्टोबर २०११ मा निज शेर्पा अमेरिका उडेकी। अमेरिका पुगेपछि यो घूस काण्डको पर्दाफास गरेकी, उजुर गरे पछि अनुसन्धान तहकिकातको कारबाही भएको।
यस अदालतमा भने निज डिचेन डोल्मालाई नचिन्ने, आफूले अडियोमा नबोलेको, घूस रकम आफूले नलिएको भनी कसूरमा पूर्णरुपले इन्कार भई बयान गरेका।
अर्का प्रतिवादी अध्यागमन विभागको कानून शाखामा काम गर्ने महेश गौतम पनि अख्तियार र यस अदालतमा समेत कसूरमा इन्कार रही बयान गरेका।

थुनछेक आदेश गर्ने क्रममा त्यस तर्फ विचार गर्दा प्रतिवादीहरु मध्येका महेश गौतम अधिकार प्राप्त अधिकारी समक्ष र यस अदालतमा समेत आरोपित कसूरमा ईन्कारी रहेको र प्रतिवादी पूर्णबहादुर बस्नेत यस अदालतमा कसूरमा ईन्कारी रहे पनि अधिकार प्राप्त अधिकारी समक्ष भने डिचेन डोल्मा शेर्पा सँग पुनः प्रस्थान अनुमति पत्र उपलब्ध गराए वापत रु.१,००,०००।– र जिल्ला प्रशासन कार्यालय काठमाडौं बाट राहदानी एवं नागरीकता प्रमाणीकरण गराई उपलब्ध गराएबापत रु.१०,०००।– समेत रु.१,१०,०००।– रिसवत लिएकोमा सो मध्ये प्रतिवादी महेश गौतमलाई रु.६५,०००।– दिएको कुरालाई स्वीकार गरेको पाईयो। प्रतिवादी पूर्ण बहादुर वस्नेतले लिएको रकम गन्दै गरेको तथ्य अभियोग साथ पेश भिजुअलबाट देखिएको छ भने यसै विषयमा रकम लेनदेन सम्वन्धमा निजले गरेको कुरा अडियोबाट स्पष्ट भै रहेको समेतका तत्काल प्राप्त प्रमाणबाट प्रतिवादीहरु उपरको अभियोग समर्थित भएको देखिदा बु‰दै जाँदा ठहरे बमोजिम हुने गरी हाल प्रतिवादीहरुले जनही रु.१,१०,०००।– (रु एक लाख दश हजार) नगदै वा सो रकम खाम्ने वैंक ग्यारेन्टी वा जेथा जमानी दिन सके लिई तारेखमा राखी र सो दिन नसकेमा कानून बमोजिम सिधा खान पाउने गरी थुनुवा पुर्जि दिई थुनामा राखी मुद्दाको पुर्पक्ष गर्नु भनी विशेष अदालत ऐन, २०५९ को दफा ७ (घ) र अ.वं. १२४ ग नं. अनुसार यो आदेश गरी दिइएको छ।
वादीका साक्षी र प्रतिवादीहरुका साक्षी बु‰न कानून बमोजिम गरी पेश गर्नु ।

Dear All Sherpa all over the world
It seems that there is some conspiracy going on regarding the corruption case of Purna bahadur Basnet because of being Chhetri. If not why upto now there is no any action to him? Do we need we find Purna bahadur Basnet and take him to the court? I think even if we are able to do this, the action to him may not happen. We should understand this and have to put hard and hard pressure to the related government authorities by Sherpa association of Nepal, Nepal Federation of Indigenous Nationalities.
I personally thank to Mr. Ang Kaji Sherpa for his continuous effort in this case and wish him to go ahead in future, we all support you.
